I want to use the “ask to connect” for outbound and inbound connections…

Go to the “Firewall” tab and use the pull-down menu to turn on “Ask To Connect” mode. It detects inbound/outbound connections, but please note most incoming connections are blocked by the router these days so they never reach your device.
