Can't get the Firewall to "on" in the firewall tab

Is the firewall button supposed to be showing on? My windows action center is notifying me of a problem with the firewall. I can not turn on windows firewall.

Are you using another third party security software that may be disabling Windows Firewall? Maybe try the fix in this video?
