I have a delay in my ping results, will GlassWire help determine the cause?

When i ping a site I get the normal replies , but every so often I get a huge delay which cause a long pause on our VoIP phones making a conversation nearly impossible. I was hoping that Glasswire would help me in determining the cause. But I dont know where I should look from within the GlassWire program See Below:

Why don’t you contact your ISP about it
this problem is with your internet connection
this problem can easily be solved if u contact your isp

GlassWire can tell you what apps are using the network that could be slowing down your overall network speed, but GlassWire cannot see what’s going on upstream with your ISP.
