Norton 360 with Smartfirewall off and Defender on still won't let Glasswire turn on

I have turned off my Norton 360 Smart Firewall.

I re-enabled Defender.

I rebooted.

I reinstalled Glasswire.

I still get the message that my Windows Firewall is disabled (it is not) and that Firewall disabled by Norton 360 which it is not.

So this appears to be a Glasswire issue and not a Norton one.

Please no comments about “just ditch Norton” as that is not helpful to this situation.
