I have another issue with it reporting download speeds.

GlassWire is a historical network monitor that has the ability to show network activity for longer periods of time. You have “5 minutes” chosen with GlassWire, but with the Task Manager it’s just showing real-time network activity.
If you consider the “5 minutes” time period our graph is correct for the period you chose.
