as I posted here Glasswire can't connect to local server help - #21 by Kels it occurred the same issue to me when I installed GlassWire Free some years ago. In that case it was a 3rd party firewall that blocked the connection between GlassWire client and its service. As user ittroll wrote here it could be also a security app, many AV suites includes a firewall too (Kaspersky for example). Maybe it could be also the Windows Firewall blocking an incoming connection between the GlassWire client and the service. Normally the Windows Firewall should popup an alert when a incoming connection would occur, like the screenshot I’ve attached below, but you can check the incoming connection rules in Windows Firewall with Advanced Security panel (Incoming connection rules tab on the left). If you find there some GlassWire entry which is disabled you can enable it and see if that will work. The same with Outgoing connection rules tab.
